MECHANIZED CONTAINER OPERATION SYSTEM(In the CNTR terminal of Port of Shahid Rajaee)Container Operation System in port of Shahid Rajaee is designed and based on EDI and it is the only system which its operators are able to chain-operate and after each operator’s process, electronically, sends information documents to other stations to complete the work.Another facility of this system is that as the input is going on line to other stations , gives the opportunity to continue their activities based on other inputs and offer their services to the client as soon as possible and finish the container arrival process till clearance and container exit automatically .This system has been designed based on development in the near future and offers services such as receiving manifest inputs, on line or batch.Receiving location information via handled machines is one of the facilities which can be established simply for this system to be presented to the owners of goods, at the time of unloading the CNTR from ship to CNTR settlement areas. This system has been designed and based on Standard computerized system to become paperless in future which will be explained later. CNTR operation begins when ship arrives in port or even before this time if the manifest has been sent already and continues till unloading the CNTR and delivering to the owner of goods and return of CNTR and loading in ship. This system enjoys a systematic plan for establishing best location for all CNTRs of a ship, identifying best location for discharging CNTRs of a ship, display of Nos of CNTRs in the yard and also Nos of blank locations in any block for controlling and planning in terminal. Other executive operations which act as main purposes of this system are listed below:Registration of manifest information; at the moment data are inserted hand-operatedly and in the near future as on-line or floppy disk. Now, information about ship discharging and CNTR locations are listed on paper and in the near future it will be done by handheld units.Declaring ship settlement (deficiency or extra discharge) and issuing certificate to be forwarded to the CustomsDeclaring CNTR location in port yard if required by the container ownersRegistration of the main department operations and issuing different warehouse warrants including (full CNTR, empty CNTR and cargo warrants). This is the most important part of data registration in this system because the warehouse warrant should be delivered to the client as soon as possible. This process includes recording of clearance data, issuing warehouse warrant for CNTR, recording information about certificates, issuing license for loading the CNTR of the cargo. While the formalities related to the main department operation were performed then the loading permit will be issued to the exit door. This part will be totally operated by computer and exit certificate will be issued just to those CNTRs which their (CNTR or cargo) certificate information have been registered in the terminal list. If the owner of CNTR or goods require to have a copy of the same, it will be issued interchangeably and the CNTR will be ready to exit the yard. For returning empty or full CNTRs this system controls the operation from the beginning of information registration till issuing export certificate and loading in ship and finally send out the CNTRs. All users can use all information and accounts about CNTRs including, e.g., list of loading / offloading CNTRs of a ship, list of vacant goods or the list of a shipping line agency CNTRs. These systems which has been used successfully for 4 years and operated 300000 TEU is completely time-saving and at the shortest time reply to the requests and arrange a good connection between port, Customs, shipping lines, Owners of goods and those who are in charge of clearance of goods.
