Tir Principles

The TIR system is an international Customs transit system for goods carried by road. It is based on 6 essential principles – the 6 pillars of the TIR system.  

Tir Objective and Benefits

The TIR system has been devised to facilitate to the maximum extent the international movement of goods under Customs seals. The system provides transit countries with the required guarantees to cover the Customs duties and taxes at risk. A balance is struck between the responsibilities of the Customs authorities and those of the international trading community.

The TIR system offers the following benefits to the different stakeholders involved in the international movement of goods:
  • Facilitation of transport and trade
    • reduces transport costs by reducing formalities and delays in transit;
    • facilitates transit movements by the application of standardized controls and documentation; and

Tir Instruments

A TIR transport is an international transport of goods operation (transit operation across one or more borders) of goods, only a part of which has to be made by road. A TIR transport may take place between a Customs office of departure of Countries with which a TIR transit operation can be established and a Customs office of destination of another such country.

Tir Computerised Security

In order to ensure the security of the TIR System, electronic controls were created to run in parallel with the security elements already specified in the TIR Convention.  At the beginning of the 1990s, geopolitical changes, tremendous increase in trade volumes and the number of road hauliers performing TIR transports caused an increase in the risk of organized crime. Access to the TIR System was therefore strictly controlled, and the Administrative Committee for the TIR Convention adopted a Recommendation on 20 October 1995 which set out an electronic control system for TIR Carnets.  This control system was included in the TIR Convention as Annex 10 on 12 August 2006, and is commonly referred to as the SafeTIR system.

NOTICE TO TIR CARNET HOLDERS

Subject: Introduction of the HS code of goods in the TIR carnet The Administrative Committee for the TIR Convention, 1975 adopted on 31 January 2008 a Recommendation on the introduction of the HS code of goods in the TIR carnet which is reproduced in Annex.The Community and its Member States support the Recommendation of the TIR Administrative Committee: "that TIR Carnet holders or any other persons filling-in the TIR Carnet on their behalf are to indicate the HS code of the goods under box 10 of the goods manifest on the voucher not for Customs use (yellow page) of the TIR Carnet, in addition to a plain language description of the goods".The introduction of the HS code of goods is considered to help identify goods posing a security or financial risk and facilitate the movement of other goods and electronic data processing. 

Glossary: TIR System

The UNECE is also responsible through the Economic and Social Council of the United Nations (ECOSOC), for the harmonization of all provisions governing the transport of dangerous goods at the world level and for all modes of transport. Approval plateAffixed by the beneficiary of the approval certificate issued by the competent national authority responsible for granting approval to certify that an unlimited series of containers meet the requirements set out in the TIR Convention, 1975 to be used for the transport of goods under Customs seal.

Customs Transit: TIR (Transports Internationaux Routiers)

With over 50 countries using the procedure, the TIR system is the only truly international Customs transit system currently available. In common with other Customs transit procedures, the TIR procedure enables goods to move under Customs control across international borders without the payment of the duties and taxes that would normally be due at importation (or exportation). A condition of the TIR procedure is that the movement of the goods must include transport by road.Goods move from a Customs office of departure in one country to a Customs office of destination in another country under cover of an internationally accepted Customs transit document, the TIR carnet, which also provides a financial guarantee for the payment of the suspended duties and taxes. The guarantee system is managed by an international organization, which is currently the International Road Transport Union.

Glossary: TIR System

ADR

Approval plate

ATA carnets

Are Customs documents for the temporary importation of certain goods (commercial samples and advertising films, goods for international exhibitions, certain types of professional equipment) where there is a clear intention that they will be re-exported in the same condition in which they were imported? The ATA carnets replace normal import and export procedures for qualifying goods subject to a sufficient guarantee or cash deposit being lodged with the issuer of the carnet to cover any possible Customs claims in the event of misuse of the document. The scheme is administered by the International Chamber of Commerce (ICC) based in Paris which authorizes national Chambers of Commerce to issue the documents on its behalf.

Although each Member State is a Contracting Party to the TIR Convention, the European Community is considered to be a single territory for the purposes of the TIR procedure. This means TIR can only be used in the European Community where the movement either starts or ends in a third country, or where the goods move between two or more Member States via the territory of a third country.
