ADR
Stands for European Agreement concerning the international carriage of dangerous goods by road. The UNECE is also responsible through the Economic and Social Council of the United Nations (ECOSOC), for the harmonization of all provisions governing the transport of dangerous goods at the world level and for all modes of transport.
Approval plate
Affixed by the beneficiary of the approval certificate issued by the competent national authority responsible for granting approval to certify that an unlimited series of containers meet the requirements set out in the TIR Convention, 1975 to be used for the transport of goods under Customs seal.
ATA carnets
Are Customs documents for the temporary importation of certain goods (commercial samples and advertising films, goods for international exhibitions, certain types of professional equipment) where there is a clear intention that they will be re-exported in the same condition in which they were imported? The ATA carnets replace normal import and export procedures for qualifying goods subject to a sufficient guarantee or cash deposit being lodged with the issuer of the carnet to cover any possible Customs claims in the event of misuse of the document. The scheme is administered by the International Chamber of Commerce (ICC) based in Paris which authorizes national Chambers of Commerce to issue the documents on its behalf.
With over 50 countries using the procedure, the TIR system is the only truly international Customs transit system currently available. In common with other Customs transit procedures, the TIR procedure enables goods to move under Customs control across international borders without the payment of the duties and taxes that would normally be due at importation (or exportation). A condition of the TIR procedure is that the movement of the goods must include transport by road.
Goods move from a Customs office of departure in one country to a Customs office of destination in another country under cover of an internationally accepted Customs transit document, the TIR carnet, which also provides a financial guarantee for the payment of the suspended duties and taxes. The guarantee system is managed by an international organization, which is currently the International Road Transport Union.
Although each Member State is a Contracting Party to the TIR Convention, the European Community is considered to be a single territory for the purposes of the TIR procedure. This means TIR can only be used in the European Community where the movement either starts or ends in a third country, or where the goods move between two or more Member States via the territory of a third country.
